Perhaps the most discussed rules in competitive ultimate are the absence of items and the specific levels to play at. There are over 100 stages in Ultimate, but not all of them are legal in tournaments, although there is no universally accepted list of stages at the moment. While Nintendo-sponsored events should have resulted in a defined set of rules, this was not the case. There are many Community preferences in terms of stage selection, with no agreed standard in all regions as to what exactly constitutes a “legal phase”, so the legality of a stage may depend on the region in which the tournament is located. This is especially true for Brawl and Smash 4, as there is no officially standardized scene list. Pokémon Stadium 2 in Brawl, for example, was generally banned in the tri-state area, while tournaments in Texas generally allowed the scene to be a legal counter-election. The following stages have never been legal in the history of competitive melee: Super Smash Bros. Ultimate has the most stages in the series and the ability to eliminate scene dangers, and has the potentially most legal stages of any smash game. Also in Brawl, Meta Knight`s growing importance in the metagame meant that stage lists were becoming more restrictive in most regions. In the Tri-State region, Meta Knight was not excluded from tournaments and, as a result, the Tri-State tournament scene banned or restricted stages such as Delfino Plaza, Hallebard and Rainbow Cruise due to Meta Knight`s overwhelming power on these stages.
